THE PROBLEM

The need for moderate-income workforce housing is driven by two compounding factors. The first is that traditional government-facilitated affordable housing targets low- and extremely low-income households. The second factor is the escalation of rents in market rate rental housing across the country, particularly in large metropolitan areas, thus excluding middle-income households.

THE STRATEGY

BLVD Impact Housing delivers moderate-income projects by converting market rate apartments to housing with rent levels affordable to families earning between 80% and 120% AMI. Crucial to the conversion process are public-private partnerships between BLVD Impact Housing and various governmental organizations working in and committed to providing affordable housing for middle-income workers.

CASE STUDY

Located in Dublin, CA in the East Bay, this 390-unit Class A property was formerly a market rate housing development. Through a public-private partnership, BLVD Impact Housing was able to convert the project into workforce housing, bringing rent relief to current and future tenants and restricting the units to families earning between 80% and 120% of AMI.
